CURRENT TRENDS IN INTERACTION BETWEEN PUBLIC AUTHORITIES OF THECONSTITUENT ENTITIES OF THE RUSSIAN FEDERATION AND LOCAL SELF-GOVERNMENT BODIES AND THE POPULATION

Abstract

The article is devoted to the analysis of problems of interaction between state authorities of constituent entities of the Federation and local self-government bodies with the population. The main aim of the research is to reveal modern formats of interaction and comprehend its positive experience, as well as normative regulation in this sphere. The subject of the author's attention is to identify the most significant in modern Russia, the trends in the development of interaction between regional and municipal levels of public authority on the one hand, and the population – on the other. The main attention is paid to the analysis of the formats of interaction between the population and the authorities within the framework of the procedures of direct democracy: during the meetings (gatherings) of citizens, within the framework of territorial public self-government. The possibilities of interaction in the establishment of the Institute of Village Councils are determined.
