Abstract. This scientific article highlights a comprehensive set of measures for preventing and countering terrorist threats focused on the use of Improvised Explosive Devices (IEDs). Key aspects of national policy, legislation, and technical standards aimed at effectively mitigating the consequences and eliminating the sources of IEDs are discussed. Special attention is given to the security and control of explosive substances, considering all stages of their life cycle, and the importance of national technical standards. The document is developed as a guide for states and other organizations in their efforts to combat the threat of IEDs. Cases of IED use in various contexts are analyzed, including their use by terrorist groups in armed conflicts. The work aims to raise awareness and create effective strategies to ensure societal security and prevent abuses using IEDs.
